How do you copy and paste effects on layers ?

I'm familiar with Adobe Premiere Photoshop, Audition ect but not so much with After effects. I'm attempting to make an Into/Outro for a video I have in Premiere. I think I've got the animation designed decent. But now I want to copy and paste the Preset and other keyframes onto other layers.
I started design in Photoshop of what I wanted it to look like then brought the PSD into After Effects. In Photoshop I made two different looks of what I wanted before importing to Ae. Now that I have one of the looks animated I'm trying to simple copy and paste those animations onto the version2 layers of my project, but I'm not seeing how to do this for some reason. I need to copy the preset I used and the Rotation I used over to the layers for version 2. Is there a simple way to do this I'm missing ?

Unfortunately, when you drag and drop to the drag and drop area on this forum we can't see the images without downloading them or jumping through hoops. Please embed them in the forum by dragging them into the form you type in or use the toolbar.
After I downloaded and opened your image it is also unfortunate that the layer you have selected (Layer 3) does not show us anything that you did to layer 3 except add some kind of slider animation control to the layer that shows up as an effect. In the future please select the problem layer and press the "u" key twice to reveal all of the modified changes to the layer.
If this was an animation preset that was created or purchased a preset that created keyframes then you can select multiple layers and apply the same preset. If it was saved in your User Presets library you can always get to it in the Effects and Preset Panel.
If you have not saved the animation as an animation preset then select Effects in the timeline, just effects, and select the other transform properties that you want to include in the animation preset, and use the Animation menu to save an animation preset in your User Presets folder.
If you need more help, please give us more workflow details and show us what you are trying to copy and paste. Copying and pasting more than one property at a time does not always work the way you think it will so Animation Presets are usually the way to go. They always get applied where the CTI (current time indicator) has been set so if you want the animation to begin at the first frame you need to park the CTI at frame zero.

Rick explained some basics, but I would seriously recommend you actually start by reading the online help. None of this is rocket science and the use of animation presets or copy & pasting properties is sufficiently explained even if one doesn't consider the official help the best resource there is.
