Could be as trivial as the Page Turn effect with some additional effects thrown on after that. in any case it's probably simply built as a separate block in a pre-comp, not just a single effect or preset.

That could be as simple as some animated shape layers on top of a white shape layer, with a glow applied. Here's everything I did in this screenshot. The project is only one shape layer with one effect.
