How to animate hundred dots popping up on rotating world map (globe)?

I want to animate hundreds of dots popping up all over a world map (globe) as it rotates slowly. What is the easiest way to do this? Is tracking every single dot individually the only option?

why would you "track" them? That doesn't make any sense workflow-wise. That said, the whole project isn't AE's strong suit to begin with, at least not without the help of some 3D program to model the globe and generate a point cloud for the dots and then using a plug-in like trapcode Form or Plexus to actually visualize those dots and have them appear one by one. That doesn't imply it couldn't be done by hand in AE like animation those dots in a pre-comp that serves as the texture for CC Sphere or whatever, but it's going to take time and there may other complications like insufficient resolution when you zoom in on the map. 3D is definitely the better option if you really have hundreds of points.
