I have seen this effect in multiple 'avatars' but I cannot seem to find anywhere on how to do this? I am talking about the orange/red animated stroke/outline around the image and text. I have thought it could be Saber but I'm not sure.
Yeah, could be anything from Saber with animated coverage to re-creating the effect from scratch with strokes, Fractal Noise, Roughen Edges and other effects. Not sure what you really need to know beyond that. That's basic stuff with the magic sauce realyl being the tweaking of everything to get the correct look.
