How to make certain layers/keyframes/effects immune to Responsive Design intro and outros?

Hopefully this is possible, i have an aspect of an animation, a light sweep in fact that i want to be unaffected by Resposive design, as it spans the entire animation and i want it at a consistent speed regardless of how long the clip ultimatley is - I am using this animation as a MOGRT to be taken to Premiere.
