Ok, so you are trying to achieve this effect of swinging around people and those quick shots around that limo, etc.
This can be very complex or cheated and there are tons of tutorials out there on that.
For example one of the easiest ways to cheat a look similar to that is to have your subjects remain as still as possible to give the feel that it's ultra slow motion and you pan the camera around them, to them, etc.
In this segment, based on what I'm seeing, they may have even used stills of the people, did the shot without them and then added them in with some tracking data to keep them in place.

I mean visual effect in Timestamp 1:35- 2:40 its like blurry look then object is moving bluriness moving us well like folowing that moving object and the more far object the more blurry that object is. It all video like this.

We must not be looking at the same thing.
Now, looking at 1:35 - 2:40, all I am seeing is a conversation at a bar between a woman and a bald headed guy.
What is the effect? It almost sounds like you as talking about depth of field and the background being blurry. Truth be told, the entire footage is pretty low quality and blurry though.
I think you are talking about simple depth of field which is nothing more than how you shoot, type of lens, and the lens settings.

If I see this correctly, there are freeze-frames shots where the camera moves around. This is called bullet time or time freeze effect.

The best way to get that depth of field is naturally by settings on your lens (if it has that ability). You won't get much of that if you don't have a good lens. I would direct you to youtube on how to properly adjust your lenses for that because there's a ton on that.
If you are unable to do that, certainly some manual stuff can be done but it can highly complicate things if you are trying to blur background only with moving shots. Could require rotoscoping, etc.
I presume you want to make the footage low quality and blurry for some particular effect. There are effects right in after effects for that, whether it's adding grain or simply adding a blur to entire video. And there are numerous plugins you can purchase for that too.
I'd really suggest you make good use of youtube on this because there are so many ways to do it, it would be more efficient and give you a better understanding to research.

For question 2, there are whole categories of blur and grain effects included in AE. You can add any combination of those to your footage that you would like to make it look how you would like.

There are many factors involved in that happening, but they're all to do with your camera, sensor, lens, and lens settings. To do that, you need to shoot with a lens that has a shallow depth of field. If your lens can zoom, try zooming as far as you can so that things are as big as possible, and make your iris as wide open as your lens controls will allow (this means setting your iris to the smallest number it allows). That should get you the shallowest depth of field your lens can have.

There are too many tutorials and you should see several to get after what you want. Here is what I suggest.
Go to youtube and search for tutorials on achieving depth of field and how to make film look old, etc.
Add "After effects tutorial" to pretty much anything you want and you will find it.
But, as I mentioned before and as the gentleman above mentioned, right in after effects are blurs and grain and numerous other effects that you can use right away to make a clip look "bad".
It's really important that you maximize the use of those resources and you'll find that things will come to you much easier as you learn.

I think what you are looking for is an exact answer with specific details on how to accomplish it. What we expect you to do is take the multiple suggestions, complimented with some research, and give it a try.
You've asked two simple things. How to blur background and how to make video look old. Both are easily found on youtube.
So, I'll leave you with this. Use Google and YouTube and do a bit of homework using the suggestions we've provided.
