Why does my animated gif export like this? Is there any way to just make it smooth and not so pixelated?

Don't use AE. Export an image sequence or clip, convert it in Photoshop, another app or an online service for GIFs. AE is not suited for such tasks due to how it's rendering pipeline works. You simply cannot control the dithering and file size.

GIF = 256 total colors

The maximum frame rate should be 15

There should be no duplicate frames - adjust the timing of each frame in Photoshop

A seamless loop is one frame less than matching the first and last frames. If you match the first and last frames, there will be duplicate frames. Set the keyframes in your animated gif, so the first and last keyframes are identical, then move back one frame and trim the comp to the new shorter length, then export a movie, open it in Photoshop and use the Motion Workspace to time and export your Animated Gif using the Legacy Save For Web option.

Your GIF looks completely normal to me. I don't see pixels unless I scale up my viewer.
