How To Scrolling List

Is anyone able to help me create a scrolling list like the one in this animation? 

I love how it scrolls through, and showcases the lines before and after, but they are slightly transparent. 

Also love how the scroll is jumpy, not smooth.

Could be as simple as a text animator whose mode is set to line and that controls opacity. Then all you need is a second animator for position to get the scrolling effect with a few keyframes. Similarly, the transparency could be created with masks, a CC Jaws, two Linear Wipes, a greyscale gradient applied as a luma matte and so on. There's a ton of ways to do this and none of it is complicated. You may want to start with a few basic AE tutorials.

The Scroll could be accomplished with an expression or a text animator. The transparency could be easily created with a Mask or a Track Matte. You could use a gradient for a Luma Trak Matte. It would render very quickly and be very easy to set up. 

 

My approach would be to create a solid with a mask that was the size of the visible area for the text layer, feather the mask in Y only, and set three keyframes for the text layer's position, the first positioning the Text layer just outside the mask, the second positioning the Layer in the at rest position, then moving down the timeline a bit, copy the second keyframe and paste it, so the second and third keyframe values are identical.

 

The last three steps would be to add a loopOut("Offset") expression to the Text Layer Position, go to the end of the comp and adjust the line leading to perfectly match the starting and ending position of the lines, and enable the track matte.
