Impossible to know. You have not provided any info about your version of AE, your system, screenshots of the Effects & Presets palette and so on. Perhaps it's simply called different in your language, but we honestly can't know. Other than that start by reinstalling AE with sufficient permissions. Such a standard effect being missing would otehrwise be nearly inexplicable.
