Raster effects, gradients, brush strokes, and a bunch of other Illustrator design tools are not supported. If you scale your AI layer up to 400 or 500% and the image goes soft when Continuously Rasterize is applied, the layer cannot be converted to a shape layer. You could also be saving the AI file with parameters that are not compatible with video production.
Converting a vector layer to a shape layer is only necessary if you are going to extrude the layer, need to copy a vector path and turn it into a motion path, actually animate the vector path to change its shape, or use Shape layer animators in your comp. Those are the only reasons you ever need to create a shape layer from a vector layer. Converting AI layers to Shape layers can also significantly increase render time.

that's not work this problem appears when i try to convert text to shape layer

Illustrator Text layers must be converted to outlines in Illustrator before you can convert the imported AI layer to a shape layer. Unless you are extruding the layer, using the vector path as a motion path, actually animating the vector path, or trying to use any of the shape layer animators, there is no advantage to converting shape layers (vector layers) to shape layers. There are a lot of disadvantages and only a few advantages.
Photoshop text layers are the only external text layers that can be converted to shape layers if they are imported as Editable Text.
