I am not sure why this was moved to the Substance Designer forum as Trapcode Particular is a plug in for After Effects

Trapcode Particular is a third party After Effects plugin, it is not included automatically with After Effects.  It's also not cheap.  Dave has posted a link above.

As Andrew has pointed out, Particular is not an included plugin, so I'd strongly encourage you to explore CC Particle World.  (while there are a few things that included effect cannot do), almost everything Particular does CC Particle World can also do.  It's worth investigating certainly.
