Type Glow in the search field in your Effects and Presets panel, or check the Effects/Stylize menu. If you don't see Glow, then re-install After Effects or roll back by opening Creative Cloud and looking for the three dots to the right of the Open button for After Effects on the Apps page.
If you see Glow in either list, type Glow in the Timeline Search field at the top of the Timeline Panel. That should show you all layers with the Glow effect applied. If you find it, open the Effects Control Panel for that layer, look at any settings you can see, then add the Glow effect you have in AE and match the settings. If you can see any kind of UI in the Effects Control Panel, but the controls look different, then you either have a settings problem or the original comp was created with some other effect named glow from a 3rd party. That would be highly unusual.
