Brand new to animating and just getting started with After Effects. I had been using Adobe Fresco because it was so easy for me with no experience to make decent animation with. However, I would like the animations to look more pro.

This channel has a certain style where there is this dreamy look like all of his animations are in late afternoon summer sun or dusk. I saw one of his early animations and I believe this glowy atmospheric effect is applied towards the end of the project (after it has already been colored and animated).
How is this done? What is this effect even called (so I can look up tutorials)? Is there such thing as a plugin that could be used to apply this effect? Any help to get pointed in the right direction would be greatly appreciated.

It could be a commercial "light wrap" effect from the Sapphire or Boris Continuum suites, but pretty much all of it can be created using plain AE with the Glow effect or blurred and masked duplicates of the source footage laid on top with blending modes like Screen. The real art here is tweaking the parameters and being subtle and that would apply to using plug-ins as well.
