Keyframing and timecoding different frames in a video Layer

So, You know how you can keyframe the distortion percentage with a slider? well I was wondering If there's a way to do something similar with progress through a video Layer's span, For example, If you Drag the slider or decrease/increase the variable amount, the layer would switch to the corresponding frame, thus allowing you to timecode the layer winding and playing again, or somethig along those lines. If there's anyting remotely similar, I'd love to hear about it!
