Layer is being cut off for seemingly no reason

Attached is not the actual project file I'm working on, but a replication with just a short 2 second clip of random video, the real project is tied up with Premier and whatnot. I wanted to get as simple of a file so that I can just focus on the issue.

The template was originally 1920x1080, I want my video to be 4:3 (4096x3072). My oringal video is 16:9 4k footage that in the Premiere project has been scaled 144% to fit and now in the After Effects project has been scaled to 144% to fit. Everything works fine until the final step, the sketch step. The footage looks and opperates as expected in the first 3 steps. 

In the sketch step all of the light, medium, dark, squiggle and swoop textures are bound to a 1920x1080 box. The outline textures fit the video perfectly. All of the light, medium, dark, squiggle and swoop textures are following the outlines perfectly within the 1920x1080 box. So if I scale the dark texture for example to 144% it just takes the shape that fit with the outline and blowing it up so in no longer fits the outline. To me this suggests that there is something cutting off the texture layers from going outside the 1920x1080 box. 

Any help would be greatly appreciated as I have spent more than 5 hours on this so I feel like I am going crazy 🙂

Hi, thank you for your help! I scaled my 4k footage to 50% and then changed the sequence settings in Premier to 1440 by 1080.

I forgot to mention. I have not roto brushed myself in this version as it doesn't effect the issue.

Just scaling the texture won't affect the internal logic off the particle effects and that is where the wheels fall off the cart. It would probably make a lot more sense to rebuild the effects at the actual comp size rather than trying to scale stuff. In your case a quick fix may be to just pre-compose the particle sprite to a comp that equates your 144% and upscale the texture inside that. You may experience severe performance degradation, though, the larger the particle textures become. also there are internal limits to how large they can be inside the plug-ins themselves, so even pre-composing may not fix the problem.
