I can spot it Fast_Blur BUT ADOBE DOESN'T ALLOW ACCESS TO IT? This needs to be fixed including all presets that are here and not accessible. DON'T SAY access it via a older project! Just make it happen.

Nothing you can do. Deprecated effects are indeed only showing up when opening legacy projects where funny enough they can easily be copy & pasted around fully functional. This is not a setting somewhere, this is in the code of the effect itself and there is no way to hack it.
