I am trying to make a mask with a path in after effects and it is not working.  Need to have the poles that the horses are on go behind the orange ruffles of the top.

And what exactly? Clearly there is a mask on the layer, so if there is an issue, you need to explain better.

It's possible that if you bring this in as a composition that the carousel graphic may be in layers and you would be able to hide the pole behind the "ruffles" bu changing the stacking order.  It depends on how the graphic is drawn.

A mask only applies to the content on the same layer the mask is on.

If you wanted to maks out the poles you would need to create the mask on the poles layer.

But if the poles are on a different layer than the orange ruffle, just drag the ruffle layer above the poles layer in th elayer stack on the left of the timeline.
