I'd use CC Particle World and link it to a 3D Null

You can then:

  • animate the null around the shape you want
  • Set the physics to zero velocity and gravity
  • Use the star particle type or create a precomp with more of twinkling star and use that with one of the Texture options

Entirely depends what you mean by that and what look you're after. From animating tens or hundreds of graphical elements by hand or with expressions to particle systems and noise effects creating twinkles this could mean anything. You need to be more specific about what you have in mind. Ideally you'd provide an example liek a YouTube clip or a still image that has the look you want.

LATEST

A better option than building the twinkle as a texture would be to apply two (!) instances of the Glow effect, one set to vertical only and the other to horizontal only. This usually looks more organic.
