When i add a mask and pick sky, all adjustments effect the whole picture
It sounds a lot like a user error. We can't know anything about your comp unless you embed a screenshot in your next post that shows the modified properties of what I assume is an adjustment layer with a mask or footage layer with a mask added to the compositing options of an effect.

Explain your workflow and thought process in detail. Then, we can probably spot the problem.

The typical workflow to create adjustments only on the Sky are as follows. Isolate the Sky, then make adjustments to the Sky. You can do this by creating a Track Matte or drawing an accurate mask over the Sky, adding color corrections to the layer so only the Sky is affected. You can then start layering.
If you used a track matte, you'll need a copy of the shot to put under the masked Sky.
If you drew a mask on the footage, you can reveal the Compositing options in the Timeline at the bottom of the Effects properties and add the mask to the effect. This will limit the adjustments to just the area inside the mask.
If you created a mask on an adjustment layer, it needs to be right above the sky layer, and the mask needs to be set to add, then you apply the effects to the adjustment layer.
