Motion Tile not working

I'm trying to use motion tile but when I mess with the outputs they don't change at all. I think it is understanding the black background as a part of the screen it should tile but shouldn't it be blank? How do I solve this?

The effect works just fine. Your workflow is simply wrong. If you apply it to a comp-sized adjustment layer, of course it will repeat at the edges of the comp, including the empty areas. Just makes no sense. Apply the effect directly to your video layer.
