My clean video glitches in the project preview and when exporting

I added my clips into my project and they looked fine. Then, I added my adjusment layer and applied the preset that made the quality look better, but then I saw there were these flashes were the video glitches out like the video I posted. I thought it would go away when I exported but it didn't. Any fix to get rid of the glitches?

Before exporting, you could try purging all memory and disk cache.

Turn off hardware accelerated decoding in the preferences.
