I don't know what I'm doing incorrectly. I keep trying to follow a how to video, but everytime I try and rotoscope it doesn't track the outline I've drawn. It either doesn't show up around the part I'm trying to rotoscope or just goes on random spots on the outside of her body. As far as I know I've set everything up right, fps, etc.

Rotobrush works on edge detail. You have selected a couple of sections in the background, and the selection reflects the edges of their color and luminance values. A better workflow would be to apply the Brush to your actor. As they move to the darker portions of the shot and edge detail goes away, you may have to do some manual roto with masks. You also may be able to improve the accuracy of Rotobrush by adding an adjustment layer above the footage, using Lumetry or some other color correction to emphasize the edge detail. Then you Pre-compose the Adjustment layer and the footage and run Rotobrush on the Pre-comp (the now nested comp). When Rotobrush is done, you can open the Pre-comp and turn off the Adjustment layer.
I would also suggest that you Pre-render the Rotobrush comp before you proceed with the rest of the compositing workflow.
