Please help rendering and proofing videos in After effects and Premiere

Does anyone know a plug in or app that can create stills or a low res video in order to be internally proofed.

I'm not clear what you are looking for, but based on your description pretty much all of that already can be done by smartly using different render presets and watch folders in media encoder. Not sure what else you would need.
