I was wondering if I would be able to take a lower third that was made in Illustrator and add it to After Effect and animate it, make it responsive as well as make it a MOGRT? I have included an image file. There are sublayers in this. Where would I be able to find a tutor on this if it is possible as I am new to this.

You can treat the AI Files as any other layer type in AE with and without its Collapse Transformations switch enabled. But there will be slight considerations to be made if said switch is enabled. Responsive features mostly require use of the sourceRectAtTime() Expression Method and they work with AI layers.
