Hi, im trying to use the puppet tool to animate but when I try to change the over all placement of the character using transform, the character gets distorted and theres an outline of the the original position i placed the puppet tool on that distorts the character when i try to move it such as rotating it.

You cannot mess with the base transforms after the mesh has been created. You need to pre-compose the puppet stuff and then transform the layer in the parent comp and/ or mimic the transforms with additional pins and controlling the mesh expansion.

This is somewhat related, might not be as reliable for more complex shapes, but often times I'll use the puppet pin tool on an adjustment layer and it will distort all layers below accordingly, long as you're fine with a rectangular mesh.

Try increasing the Expansion value of the Mesh found under Effects >  Puppet > Mesh # > Expansion.  The default of 3.0 is probably too low.
