Have you tried this in the latest public beta of After Effects? I recently saw a note in the "What's New" section (the beaker icon at the top-right) about bidirectional text.

Text animation by character and word will now start at the beginning instead of the end for right-to-left languages, and work with mixed text direction.

If you're not familiar, you can install the public betas from the left side ("Beta Apps" category) of the Creative Cloud Desktop app. These can be installed alongside the public versions without causing any issues since they get their own sets of preferences. For the most part, you can even go back and forth with your project from public release to beta. Something like this feature likely wouldn't travel backwards, though.
