scaling flickering preview or some resolution error

what happens to my comp (any composition, black one is empty) in preview even if i move timeline only. drivers\adobe app are updated, settings setted to default. pls help! me and my sysadmin try to revolse issue around a week.

Clearly there is still an issue with hardware acceleration and your graphics driver. You may need to spend some more time adjusting the settings. Without actual system information we can't advise specifically, though.

hardware accelerator was disabled but any changes in after effects. (but helped for google chrome with similar error issue)

If you have similar issues in Chrome, then something is seriously fishy. What does the extended info from the AE preferences say regarding hardware acceleration or for that matter the chrome://gpu/ info?

Well, Chrome says that nothing is working and that definitely is not right with an RTX 2060. I would suggest you boot into safe mode, go to the device manager and completely remove both your GPUs (really choose "Remove", not just "Disable"!) and let Windows automatically check for drivers after another reboot. Inbetween it may also be worth checking your BIOS/ UEFI and see if something is flagged there e.g. in terms of PCI timing or voltage.
