Is there a script I can write to make AE automatically create graphs with Easy Ease and 100% speed intensity (creating speed ramps) when I create a keyframe?

Keyframe types parameters can be defined as you see fit, so I'm not sure what you are asking. Start by reading the respective sections of the scripting guide.

If you want to create a script that runs whenever you create a keyframe (to modify the easing of that key): No, that is not possible. Scripts always need to be executed manually and cannot be triggered by events like creating keyframes.
