That's a simple fade-in with the only real trick being that it's randomized by using a Fractal Noise as a track matte on the text. There's your fancy words you need to look for - track mattes and fractal noise.

also and (im assuming) ill be able to use this for more than once and just change the text ?

Mylenium's suggestion to use Fractal Noise to create a grayscale image for use as a Track Matte (Luminance Matte) is good but even better is to use the the Gradient Wipe effect which will also use the Fractal Noise output's luminace values to create a wipe but add edge softening features which is evident in the provided sample.
