All social media sites have video standards that are published. You need to follow them. The Adobe Media Encoder is what you should be using to render H.264, and if a template exists for your site of choice, use that and don't fuss with anything else. Unless you fully understand color management workflows, just turn it off.

As Rick says, all social media sites will apply their own compression to your video. I've experimented with a lot of the options in Adobe Media Encoder and found that the best approach is h.264 Match Source, High Bitrate. That gives you a local, high quality version and the rest is up to TikTok.
