16GB of RAM is on the low side, generally. On your specific issue, there is no mention of the video's resolution which will affect the 3D Camera Tracker. You can test if you have too little RAM for the video by shortening this video to 4 seconds and then pre-comping it before applying the 3D Camera tracker. If this works as expected, then 16GB of RAM is too few for this task. For serious AE work, 32GB of RAM is necessary and 64GB is good and if you can put in more then so much the better for performance and the number of frames you can put into RAM for your Previews.

That dosn't look liek anything that can actually be successfully tracked - CCTV footage from a static camera with a foggy lense and one heck of a fisheye. If at all this would require much more sophisticated tracking tools and the proper procedures like correcting the lense or placing reference markers and guides, but i doubt you can pull that oof with AE's dumb 3D automatic tracker.

Tell us about the shot. Is it from a drone? Is it a Zoom? You have Camera Track set to variable zoom. That is a difficult shot to track. If it is not a zoom, then it can't be analyzed. We also need to know about the source footage. It is an mp4. That is not a suitable production format. MP4 footage is highly compressed, usually has Interframe compression, and can be variable frame rate. All of these properties can cause problems with AE and with Camera Tracking.
Give us some details and we may be able to help.
