Trying to make a Timecode similar to that of K. Pixels' "Backrooms" Series

I am trying to make a Timecode effect, but I can't increase the offset past 18 minutes, and I can't make milliseconds count to 100 instead of 30.

As you can see, the counter is offset 3 hours and 17 minutes, and the millisecond counter resets at 100 instead of 30. How could I create something like this? All help is appreciated.

As suggested by Rick already, create a custom counter with text layers based on Dan Ebbert's code. It's easy enough to modify to your purposes.

I don't know if you can set the millisecond reset to anything other than 24, 30 or 60. I'd honestly recommend using premiere pro for this one. It has a built in timecode effect! You can offset, etc.

Thank you for your response. I have tried the Premiere Timecode, but you cannot change the font, which I need to do for the effect to look good.
