USAGE OF CPU

Hi guys,
I have a major problem. I have a CPU i7 11700K, which is pretty much a solid CPU for AE and it's needs. I also have 32GB of Ram.
However, I have a problem with CPU usage. While I'm working on a project, and want to see a live preview of it, by pressing the spacebar, it's really slow and CPU usage is averaging 20%. However, when I stop everything and let the AE do it's automatic rendering which is happening after a couple of seconds, CPU usage is 100% and the green line/live preview is being done rapidly.

What is the problem? Why is it that when I need the CPU to work and engage 100% while live previewing and working, it only averages 20% of Usage, and while I'm not doing anything, it goes 100% that entire time. I really need your help and advice for this since it's driving me crazy!!

Can you please provide me with some of the materials that I need to read?

I have a project lagging on a simple rectangle table with text, which is by the way, still and not moving, and the CPU usage is 18% and live preview is lagging. That doesn't seem logical to me
