Not sure if it's called the utility panel or not, i'll be referring to it as the utility panel in this post. But for some reason when I select a shape layer sometimes the panel doesn't show up at the top (as shown here), I have to go into properties: shapelayer to edit it. I just tried it in a new comp and it works perfectly fine here.
When I re-opened the project it works again but after a while it stops working for some reason here.
I am unsure of the steps to reproduce this issue.
What should happen is the utility panel should open up when you select shape layers (and also text layers if I'm not mistaken).
I have a couple of plugins (Align Pro, Motion 4 and Keystone)
OS: Windows 11 Home (version: 10.0.25100 build 26100)
Hardware: Intel 13900k, RTX 4090, 64GB RAM
The section of the tool panel you are referring to shows the options for the currently selected tool not the selected layer.
So if you have Type tool selected you get its option, if you have the pen or shape tool selected you get their options.
It's always worked that way as far as I can remember.

Not sure how to update the post so i'll just comment
Update: I found out it's related to the text tool. Once the text tool is selected the utility panel doesn't show up on the hotbar. AE does this for some other tools as well. Is this a bug or intended? I can't recall if this was always a thing or if it's new, but since I've never ran into this issue before I'd assume it's recent, and I use AE/PP almost every day.
