Weird Glitches after rendering but not in preview

I am trying to export AVI footage to MP4 footage using media encoder. Looks perfectly fine when I scrub through and render. However, after rendering. I see that random frames will have weird glitches. 

I am tried exporting AVI to Quicktim. Still see same results.

I already have Enabled Hardware accerlated encoding DESELECTED in the preferences->import menu. 

Please help me.

Impossible to know without exact info about your system, render settings and exact specs of the files. the problem could be with the source file, after all.
