The animation I'm trying to replicate appears at 3:26 in this youtube video about the sinking of the Titanic.
I can't figure out what would be the best method to achieve this. Thanks very much in advance for any help/tips on how to do this.

A simple linear wipe with multiple instances of Wave Warp applied and then masked out to cut off at the edges.
