What software can I use to make this video?

I have a similar layers, if I want to make a movie with similar effects, what program should I use? (After effects / Animate CC/ Premiere/ ...?)

Short answer: After Effects
It is made with 100% basic AE tools so it should be easy for you to do that after learning AE basics. You can start f.eg. here: After Effects Help | After Effects Get Started 
But your first step would be to use Photoshop and split your graphics into layers/plans (foreground, background...).

- fusion Fusion 16 | Blackmagic Design

- blender https://www.blender.org/

if you can spend some money after effects or hitfilm ( https://fxhome.com/hitfilm-pro​ ) are the best options you have.

What? Why? Why to instal and use different software when after Effects is perfect for that? If someone asked on AE forum I'm guessing that have AE and is willing to learn that software - so why use different software?
