It's just sliced & diced using masks (or if it's still images using Photoshop) and then arranging layers in 3D space while smashing through them with the camera in AE. The example you provided isn't even that good. Lots of bad masking and glitches where they were to lazy to fill in the resulting gaps. Point in case: The bulk of the work is isolating the individual objects/ people, closing the resulting holes in the layers and arranging them in 3D. Once you have that, doing the camera move is a two minute job.
