Just updated Photoshop to 21.2.3 and now AE 2020  17.1.3 does not start, nor does AE 2019. After starting AE reports:

can't write to font cache dir (AE 2019 AE 2020)

string memory leak (AE 2019)

unexpected failure (AE 2019 AE 2020)

Win 10 pro 1909

Very annoying failure as it breaks production deadlines. Suggestions to fix this other then completely reinstalling adobe cc would be greatly appreciated.

The cause sounds like the permission of the folder. Would you launch After Effects by Administrator (right-click and choose Run as administrator)?
