AE global cache persistent cache

just looking how to to open or start  or choose these two functions.  I have AE 17.1.1 and mac OS majave

10.14.6. In previous versions I seemed to have good cacheing now I have almost none. I have 40 gb ram with 34gb  devoted to AE. Ihave a lacie 1tb exterior hard drive for caches . Rendering previews is very slow if at all. no blue lines . hardly any green. Iam working with 3d videos and relize that will slow things  and my the exterior drive might not be fast enough?  Global cache , persistent cache . ram preview don't. read the gide over and over but I must have missed something. anyone know where to go?

that likely simply boils down to AE completely misjudging your hardware acceleration capabilities due to those endless issues in OS X itself and the zillion bugs in AE. You may experience much better behavior by simply reverting to software-only rendering modes.
