After effect and media encoder render very poor

Hello i have some question maybe someone know. First i want to write my system

cpu : xeon 2695 v3 

ram : 32 gb ddr4

ssd : 450 gb - 120 gb free

gpu : amd r9 380

My problem is when i start to render after effects or media encoder they don't use my cpu and rams 100%

cpu usage max. 50% and and stabil from 1 to 50 it change every second and rams also same. I can't render with amd gpu i know but i want to use 100% of my cpu please someone know the solution ?
