After Effects can’t continue: unexpected failure during application startup

I'm confused after updating AE to the latest version .
a I can't launch it and i face these following issues even if I tried many times to delete and reinstall it but It won't launch :

The problem was in the new beta unicode settings of Windows 10 , I've checked new beta unicode system .
Now it's worked after i unchecked it and restarted the pc.

Just when you click to open Ae, press Ctrl + Shift - Alt and then press OK in the next dialog box to clear the factory preferences of the application. That could solve your issue.

Have you tried resetting your preferences? Click the icon to start AE, then hold

Cntl+Alt+Shift (Windows) or Cmd+Opt+Shift (Mac)

You'll get a dialogue asking if you want to reset your preferences. Choose yes/ok. Does this fix the issue?

If no,
Are you running a non-English version of AE, by any chance?
Do any of your drives have a special character as part of the drive name?

Yeah I've tried to clean it , my drive name has no special character .
No I'm using English version supporting Arabic , that's it.
