I'm not clear what you are trying to say here. Those Turbo Boost cycles sometimes only last nanoseconds and clearly, there isn't even enough going on in your compositions to use full throttle all the time under normal conditions. No point in even speaking about how underutilized the majority of your cores even is, given how AE works in general. And yeah, it's a Xeon, not even a core i and Turbo Boost gets yet another whole new meaning. No offense, but this seems simply a case of how you think it should work vs. how it actually works. At least as per your vidseo nothing is wrong - just good old AE chugging along and being inefficient.

Thank you for the reply. Yes exactly this is how you are saying. I have a
perception how it should work. I found the solution. If
working in AE, i need to disable 20cores, to get my cpu working at 4,2GHz.
This is only soulution to get that frequency. Thought i could get one core
working fully in turbo mode while other 23cores are enabled... no thats not
possible at all, cpu max GHz is 3,4 when all cores are active... AE needs
to do something about that, why not using all cores or using half of the
cores( option to choose in preferences in AE). Does exist any other
animation software similar to AE which using multi core?

But i must say, when i send composition to render into Media Encoder xeon w-3265 is killing it, when all cores are enabled render time is 16minutes, when enabled only 4cores it says 3h...
