After Effects rotation tool only rotates 45 degrees

I'm having a problem where the rotation tool will only rotate an object 45 degrees, I can't rotate freely.

I haven't used after effects in awhile, is this a new update or did I enable some kind of shortcut??

The rotation tool simply seems buggy in CC 2020. Downgrade to CC 2019.
