Best software for creating a 'tour'?

Someone in the photoshop community suggested I post this question here...

 

I want to create a tour of a room for a website. I have a large image of a room to which I want to add audio that is triggered by certain hotspots (on mouse over). If other hotspots are clicked the image dissolves through to another image (eg a close up) also with hotspots.

I then want to publish this 'tour' on a website where users can tour the 'room'. I'm not really interested in 360 panoramas as the images  I have don't support that.

What's the best piece of Adobe software for creating this?

After Effects is for creating video content. You won't get the tour done in AE, but check out Muse or Animate.
