We're now in 2020, and still, we can't make a motion graphics template with images for Premiere.

Is there is any way to make this happing now, maybe using expression and .json files?

Can anyone from the great expert here put me on the right way so I make this template?

Expressions can't control an image's source so no you can't change an image in a Mogrt, aside from stacking a bunch of images and turning them on or off with opacity expressions and a controller to pick which image you want.
