Is there a way to determine whichh panel has focus through scripting?  Not the activeViewer.type, but the project, comp, timeline, render queue, effects panels, and so on...

Nope. Same as I wrote in another thread two weeks ago: AE is essentially "stateless", so there are no events being triggered by just switching a panel nor are their any event listeners or whatever to that effect.
