I did system restore and all of the adobe apps show this instead of the libraries tab. I can access it through the cloud up and browser, but not through the apps themselfs

Well, did you actualyl reinstall the apps and programs properly? If not, then it's pretty much to be expected - your "restore" likely still missed something or busted up a required component like a specific DLL. In addition, even if the files and Registry stuff are all correctly in place, Windows could still have made a mess by resetting permissions on a file, folder or registry key and those files now belong to a phantom user with an invalid token. Again, instead of trying to fix this the long way round, a simple reinstall with sufficient user privileges would take care of it.
