ERROR 183 - CANNOT DOWNLOAD

Like mentioned in previous posts (referred 2018 comments), I uninstalled Creative cloud & then logged in, tried downloading, but this ERROR CODE 183 keeps popping in. Could someone help me figure out what to do? 

Seems like CC itself isn't updating.
