Export a VIA file

Does anyone know how to export a video from AE to a VIA file format for a graphics program called Inscriber?

VIA is the native project/ stream format from Inscriber with all the metadata, overlays and cue points added. You have things backwards. There is nothing to export, you import standard video files into the program and manage them there.
